Synoeca is a species in the family polistinae. The wasps are know for high agression compared to polistes.

Wasps in the genus synoeca are more aggressive than that of a polistes. In defense of the nest, unlike some honets in the genus Vespa, are known to give a warning before attacking. They beat their wings in against the nest before taking off. 

S. septentrionalis is probably the best know species of synoeca. Although in the subfamily Polistinae, they have been known to make to make semi-envalope nests.
